The COVID-19 pandemic triggered an unprecedented reverse migration of millions of laborers from urban centers to their home states, with Uttar Pradesh (UP) receiving a significant portion of this returning workforce. This presented both a crisis and an opportunity for the state: a crisis of unemployment and a chance to leverage its vast human resource pool for economic development. In response, UP launched a multi-pronged strategy to attract multi-national companies (MNCs) and boost its economy.
Key Efforts by Uttar Pradesh:
- Ease of Doing Business (EoDB) Reforms: UP aggressively pursued improvements in its EoDB ranking, streamlining bureaucratic processes, reducing compliance burdens, and digitizing various clearances. This included a single-window clearance system to expedite approvals for investors, aiming to create a more investor-friendly environment.
- Labor Law Amendments: To make the state more attractive for industrial investment, UP introduced temporary ordinances to relax certain labor laws, such as those related to working hours, factory inspections, and dispute resolution.
