While it has brought a degree of transparency and accountability to the grievance redressal process at higher administrative levels, the assertion that it does not effectively address local-level issues holds considerable merit.
One primary reason for this ineffectiveness at the local level is the digital divide. A significant portion of the population, especially in rural and marginalized areas, lacks access to the internet or the digital literacy required to navigate the online CPGRAMS portal. This immediately excludes a large segment of citizens whose grievances are often local in nature, such as issues related to local infrastructure, public services, or local administration.
Furthermore, even when grievances are lodged, the bureaucratic chain of command often leads to delays and dilution of accountability. A complaint filed centrally is typically forwarded down to the relevant local office for resolution. This process can be slow, and local officials may lack the necessary resources, motivation, or direct oversight to address the issue promptly and satisfactorily. The centralized nature can also lead to a disconnect, where the nuances and specific context of a local problem might be lost in translation or overlooked by higher authorities.
Another critical factor is the lack of a robust feedback loop and follow-up mechanism at the local level. Citizens often report that while their complaints are acknowledged, the final resolution is either unsatisfactory, delayed indefinitely, or not communicated effectively. This can lead to disillusionment and a perception that the system is merely a formality rather than a genuine problem-solver. Moreover, local issues often require on-ground investigation and community engagement, which a purely centralized, online system struggles to facilitate.
In my opinion, while CPGRAMS serves as an important tool for monitoring and escalating grievances, its effectiveness at the local level is indeed limited. To enhance its impact, there is a need for greater integration with local self-governance institutions, extensive digital literacy campaigns, and the establishment of dedicated local grievance cells that can actively follow up on CPGRAMS complaints. Empowering local bodies with the resources and authority to resolve these issues, coupled with a strong emphasis on citizen feedback and accountability at the grassroots, would significantly improve the system's ability to address local-level problems effectively.
